The Facilities Services Division provides professional repair and maintenance of county facilities and property as well as support services for all departments while operating and maintaining the county physical environment. This includes buildings, ancillary structures, grounds and mechanical equipment.

Summary of Services
The Facilities Services Division has five (5) primary functions: Facilities Design & Planning, Facilities Maintenance, Mechanical Maintenance, Grounds Services and Custodial Services. Additional areas of responsibility include space management, signage, administration of the Facilities Capital Improvement Plan and property management.
Descriptions of the five (5) primary functions within the Division are as follows:
Facilities Design & Planning
The Facilities Design and Planning function develops, maintains and manages all building drawings, specifications and documentation; plans and designs for facility remodels, renovations and repairs optimizing quality, timeliness and cost-effectiveness; functions as the owner’s agent and manages the activities of private contractors and consultants during the constructions phase. In addition this function is responsible for all facility related disaster planning management.
This function represents a key area in our ongoing efforts to develop a Facilities Asset Management Program using individual Facilities Master Plans. We hope to plan future projects and build future budgets based on comprehensive facility needs-assessment analysis resulting in individual facility master plans. This function has a tremendous impact on the overall appearance of County facilities and the ability of County departments, divisions and stakeholders to serve the County Mission.
Facilities Maintenance
This function represents a comprehensive program including both short-term and long-term maintenance of County facilities.
Routine Services include (not all inclusive): plumbing, electrical, painting, floor care, minor carpentry and surplus equipment management.
Non-Routine Services include (not all inclusive): moving furniture, room setup, furniture installation.
Work Orders
Written requests for repair or maintenance are submitted electronically using Work Order request form. These controls ensure the work requests are reviewed which allow coordination of staff, equipment and sufficient funds to complete the work.
Work Orders may involve estimating, planning, ordering of materials, scheduling and monitoring the progress and quality of work. Work Orders are prioritized and scheduled according to the level of request classification. Work Order classifications are as follows:
Emergency Service Requests: Immediate response will be given to emergency requests (24 hours a day) for any problem which creates imminent risk to human safety or County property. Examples of emergency situations are major electrical power failures, major water leaks, broken water mains or serious structural problems.
Urgent Service Requests: Prompt attention will be given to such problems as leaks, broken windows or other security problems, elevator out of service, defective electrical fixtures or localized power outages, heating/air conditioning problems, plumbing problems such as clogged drains and any other failures that may limit the effective function of County services.
Routine Service Requests: Routine requests will be prioritized and scheduled accordingly.
Mechanical Maintenance
This function is responsible for developing and implementing a systematic program for regular maintenance of all major mechanical equipment. For example Wasco County currently owns 35 separate HVAC systems valued in excess of $225,000. We have outsourced a program for HVAC equipment maintenance which includes equipment inspection, equipment cleaning and regular filter replacement.
Grounds Services
This function is responsible for presenting attractive and pleasant-looking grounds for every person who comes to visit, work or access county services.
Grounds Services designs, manages and maintains the landscaping needs for eight (8) County facilities. Primary responsibilities are maintenance of public areas, lawns and plant gardens. Duties include weekly mowing, irrigating, trimming and weeding.
Other duties include: replacing trees, shrubs and flowers; site amenities; fertilizing; exterior pest control; irrigation systems; sodding, seeding and renovation of turf; limited litter and trash control; cleaning and painting of parking lots and sidewalks. In addition Grounds Services is responsible for Weather Emergencies which may include such things as snow and ice removal from primary walks, parking lots, loading zones, fire lanes and other roadways; flooding.
Custodial Services
Custodial Services is responsible for providing basic housekeeping services to maintain interior building appearance and sanitary conditions. Two (2) full-time janitors are responsible for over 72,000 square feet of cleanable space and 20 public restrooms located in six (6) facilities.
Routine Services include: cleaning and sanitizing public; removing office trash and cleaning office and lobby floors.
Within the evolving contact that Facilities Services Division maintains with its customers there is also a potential of cohesiveness that can be generated. This division potentially deals with all departments, all employees, many outside agencies, local and regional venders and the public. Its staff offers contact, information and help and humor to all these "customers" and partners in an attempt to create an atmosphere of neighborly cooperation and relationship. This is done with the belief that it will translate into constantly improving teamwork and community that will serve Wasco County and its people into the future."
