GUARDRAIL PROGRAM & PROCEDURES POLICY

It is the Policy of Wasco County, Oregon that:
(1) Guardrail design and installation standards will follow the AASHTO Geometric Design of Highways and Streets Manual, AASHTO Roadside Design Guide, and Standard Specifications For Highway Construction, 1991, Oregon State Highway Division. Sections 00810, 02110, and 02820.

The above standards are modified by and for Wasco County. Those modifications specify that metal beam rail and metal posts are to be galvanized steel. The steel beam rail shall conform to the requirements for Class A rail and the zinc coating for the rail shall conform to the requirements for Type 2. Guardrail blocks shall be Offset Timber Blocks.

(2) All new road construction will require new guardrail to be installed according to the above Standards.

(3) All road reconstruction will require new guardrail to be installed and to replace any existing substandard guardrail according to the above Standards.

(4) All asphaltic concrete overlay improvements will require an upgrade of all terminal and bridge end connections.

(5) All existing substandard guardrail that doesn't meet safety standards will have a replacement scheme that is prioritized.

(6) When minor repairs or general maintenance is performed on a bridge, rails will be replaced in-kind and at the existing lengths and distances.

(7) When major repairs are to be made on bridges that are less than 20 feet in length, rails will be replaced with standard W-beam rail, at adequate lengths and distances to shield motorists from the hazards at the bridge site.

(8) When major repairs are to be made on bridges with lengths greater than 20 feet, standard thrie-beam or 2 tube steel bridge rails will be used and the transitions, approach rails and ends will meet the current AASHTO requirements.

(9) New guardrail on existing roads will be installed only after evaluating individual situations that have been initiated by requests, complaints, or from our own observations to see if they meet the warrants set forth in the AASHTO Roadside Design Guide, and must have adequate funding available.
